While all the world seems to howl “the Chinese must go” Cuba offers to take the slant-eyed heathen in. In the treaty, which Spain has just ratified with China, the Chinese are to have in Cuba all the rights, privileges and immunities that other foreigners enjoy. Chinese consular officers are also to be appointed on that island. Spain’s liberality in this matter, however, savors somewhat of Artemus Ward’s magnanimity in sacrificing his wife’s relations on the altar of his country. It is remarkably easy for Spain to grant all sorts of liberties, to the Chinaman in Cuba.
